On behalf of the OLLEISN Steering Committee, I wish to express our continued appreciation for your active support and interest in OLLEISN. Because of your efforts, and those of our staff, we have more than 600 agencies contributing to OLLEISN. We feel it is realistic to expect that at least 750 agencies will be contributing by the first quarter of 2007.

This update contains important information for both your use of OLLEISN, and for the project's continued success and growth. I encourage your careful review of it, and the enclosures provided, so that you can continue to effectively partner with us in promoting information sharing among Ohio law enforcement.

  1. Enclosed are revised copies of two OLLEISN policies: "Access" and "Dissemination." Both were revised to clarify and emphasize that records held in OLLEISN: a) belong to the originating agency, b) must always be confirmed with the originating agency for accuracy, c) must be used as summary data only, and d) must not be released in their original form.
  2. Also enclosed are a new OLLEISN brochure and an "OLLEISN Quick Start Guide." The brochure provides excellent background information about OLLEISN, as well as answers to frequently asked questions. The quick start guide is an easy way for users to become comfortable accessing the data held in the OLLEISN database. Both are excellent tools for employee training, and for communicating the purpose of OLLEISN with community leaders. Additional copies are available by request for you to distribute to your employees and others. In December you will be receiving a CD containing roll call training videos related to OLLEISN policies, use and success stories. These videos will also be available on our website, so that your employees will have multiple means to learn about how to use OLLEISN and its many benefits.
  3. It is important that you consider the impact on your agency's connectivity to OLLEISN when making local network and hardware changes or upgrades. Please contact OLLEISN Support, OHLEGsupport@ag.state.oh.us, or , if you anticipate making such changes so that support efforts can be coordinated to maintain your ability to upload data to OLLEISN.
  4. OLLEISN recently released its newest software enhancement, OLLEISN 2.1, to all Records Management System (RMS) providers. This enhancement allows the sharing of the following data if you collect and store it in your RMS: field interview notes; suspect, victim and witness information; property types, such as drugs, jewelry, securities; search warrants; traffic citations; pawn shop transactions, service calls, registered offenders, concealed carry permits and firearm registrations; evidence; and biometric data - mug shots, fingerprints, signatures and text searches. This enhancement is available now for your RMS provider to adopt into their OLLEISN interface. I encourage you to contact your vendor to ask them to adopt this software enhancement as soon as possible.
  5. Finally, enclosed is a FAX Back form for you to order additional copies of the OLLEISN brochure and Quick Start Guide, and to report local successes your agency has had using OLLEISN. It is critically important for us to hear about how OLLEISN is helping your agency more effectively serve and protect your communities. Success stories put a face on the project, and help you and us communicate to state and local policy makers and funding sources the value of information sharing for law enforcement, and the importance of continued political and financial support of our efforts.
